MapForce Server does support the use of global resources, but FlowForce Server does not yet have support for this built in.

Rather than executing the deployed *.mapping, compile the mapping to a MapForce Server Execution File (MFX), then copy it and the Global Resources XML file manually to the FlowForce Server machine.

Then, add an execution step running MapForce Server from the command line using /system/shell/commandline and pass the --gc and --fr parameters in as necessary.
