| - Accredited* public or private primary or secondary schools providing full-time instruction for grades K-12, or the school district overseeing such schools
- Accredited* public or private universities or colleges (including community, junior or vocational colleges) that grant degrees requiring not less than the equivalent of two (2) years of full-time study
- Administrative Offices or Boards of Education of educational Institutions
- Certain named educational entities approved by Altova in writing, including:
- Hospitals that are wholly owned and operated by an accredited educational institution
- Higher education research laboratories that are a public institution and recognized by the Department of Education, teach students as part of their research mission, and can provide a copy of Bylaws that state the relationship with the controlling university
- Educational Consortia and Systems: Corporations and associations validly organized and existing under the laws of the state that they are located in, each member or shareholder of which is an accredited school
* Either institutionally accredited by an accrediting agency nationally recognized by the U.S. Secretary of Education, or recognized by the Department of Education of the State in which it is located - Non-accredited schools
- Museums
- Hospitals not wholly owned and operated by an educational institution
- Churches
- Religious organizations that are not also accredited schools
- Libraries
- Training centers or schools granting certificates for courses such as computer software training or job training that are not accredited schools granting degrees requiring at least the equivalent of two (2) years of full-time study
- Military schools that do not grant academic degrees
- Research laboratories not recognized by the Department of Education of the state they are located in
- Federal, state, and local government organizations (U.S. government organizations, please refer to the GSA Schedule page)
- Training centers or schools offering certificates for computer software courses
- Not-for-profit lobbyist groups
- Institutions aiming to use licenses for any commercial purpose
