You can use generic editors like Emacs, vim, ... -- they have support
for some XML document types, but of course such support is far from
comfort of tools like oXygen.

If you don't mind bulky software, you can install full-fledged IDEs like
VisualStudio Express, Netbeans or Eclipse. I don't remember all details
from top of my head, but AFAIK even free version of Visual Studio comes
with XSD editor and XSLT editor/debugger.
