I'm using XSLT 2 in Saxon 8.



The problem is I need the http://purl.org/rss/1.0/ xmlns declaration to
appear on the root element instead of on the channel element.

Remove the rss1 namespace definition (as its defined as the default
namespace) and then remove the redundant exclude result prefixes and
it will work, eg:

xmlns:rdf="http://www.w3.org/1999/02/22-rdf-syntax-ns#"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"

	<xsl:output indent="yes" method="xml"/>
	
	<xsl:template match="n">
