More of a Xalan-J Users List question:  
http://xml.apache.org/mail.html#xalan-j-users; but generally speaking  
you'll find this error when you open an XML document in a text editor that  
doesn't properly understand the encoding, to then save it with that  
editors default encoding, resulting in an error similar to the one you are  
seeing.



Did you open and then save the file in Notepad, or something similar?
