Even if I open the UTF-8 file with unipad( UTF-8 enabled editor) , I see following.
<Dependencies>
<Source>europeG;o?=o?=</Source>
<Target>email_node3</Target>
</Dependencies>
Whereas I expect something like following
<Dependencies>
<Source>europem(m0</Source>
<Target>email_node3</Target>
</Dependencies>

This is because you are looking at the UTF-8 file using a text editor or
other display software that doesn't understand UTF-8. If you view it with a
UTF-8 enabled editor, you'll probably find that it's not a garbled mess at
all.
