When I talk about 'one template being chosen over another just because
  of import precedence' I am talking about the order of the imports - the
  following import winning over the preceding import - *not* stylesheet A
  importing stylesheet B.

Ah. I wouldn't have guessed:-) The spec doesn't distinguish between
these cases, they are both an integral part of the definition of import
precedence.

(unlike ambiguous rule match, which is a recoverable error)
