the cost in changing an XML parser is not in changing the code, it's
distributing it. The changes between xml 1.0 and xml 1.1 are more or
less restricted to changing the tables of allowed characters and white
space normalisation which is a minor change, but the exorbitant cost of
getting updates distributed has more or less killed xml 1.1.
