Create another simple-page-master at the end of your other masters. Create
another page sequence and flow at the end of your page sequences. Then
specify the footer for that new flow. I do that for indexes at the backs
of books.

The issue is that the last page won't have any content from the previous
flow - handy spot for some legal boilerplate or similar stuff.

As FOP doesn't support the following :-

<fo:conditional-page-master-reference page-position="last"
master-reference="lastpage"/>

Any solution for having a different footer on last page?
