If you've simply added this xsl:when clause after the existing xsl:when
clauses then it will have no effect because only the first xsl:when whose
condition is satisfied will be activated.

There is no xsl:apply-templates in the previous stylesheet, so adding
another template rule will have no effect.

No, there is no need for a second stylesheet. You just need to think more
clearly about the logic.
