You do not have an attribute 'Bob'. You have an attribute called 'name'
which has a value of 'Bob'

It depends what you want to do from here.
if you want to test if there is an attribute called 'name'
then you do what you did.

If you want to test specifically for the value 'Bob'.
then you do
 <xsl:if test="@name = 'Bob'">

Apart from that your code is perfectly fine and you should probably explain
a more of what you need.
May be your matching a wrong node???
