What do you wish to guarantee? Do you wish to guarantee that if the XML takes the form you show, then the arguments will be in that same order in the DOM? That's guaranteed by the DOM. Do you wish to guarantee that the arguments are in that order in the DOM, that they will be in that order in the XML when you write it out? That's also guaranteed by the DOM.
