I have heard people defend it on the basis that they think it's good practice to constrain the order of elements, so there is no need for language facilities that encourage designs in which the order is unconstrained. I think there's also a history in that the SGML facilities to allow interleaved orderings proved troublesome, so they were left out of XML DTDs, and XML Schema wasn't trying to allow more in this area than DTDs allowed.
