Indeed XSV uses a simplified rule, which is closer to the _intent_,
although not the letter, of the spec.  I _hope_ version 1.1 of W3C XML
Schema will shift to the simplified rule.

I agree that the fact that the constructive rules of 1.0 rule this
case out is perverse.
