XSV 2.10 reports 4 errors for your example : one for each element decl
in the 2nd sequence, because you're not allowed both 'ref' and 'type'
attributes, and one for the content model as a whole, because it
violates UPA.

I don't _think_ there's a way to do that, given that you want ARC to
come last . . . The closest I can get is

 (DM+, MR, ARC?)?

which differs from your requirement in not allowing DM w/o MR or MR
w/o DM (but _maybe_ you didn't want to allow that anyway -- I could
read your description either way).
