Xerces will report an error on this schema:

E whiteSpace-valid-restriction.1: In the definition of NameType, the 
value 'preserve' for the facet 'whitespace' is invalid, because the 
value for 'whitespace' has been set to 'collapse' in one of the 
ancestor types.	test.xsd	file:/D:/test/test.xsd	4:37
