Yes, I can confirm that in my opinion both your examples are valid,
and validators (including XSV) which think otherwise need to be
corrected. Basically, the REC (correctly, in my view) imposes _no_
requirements on keys if there are no hits for a keyref. XSV will be
fixed in the next release. It's the usual "For all x in S, it's an
error if ..." -- if S is empty, there can _be_ no errors.
