I think schema languages are more like XSL than a DTD. A document is supposed to have a DTD, whereas it doesn't really "have a schema". You can apply any number of schemas to an XML document for different purposes. Each schema is not the one and only description of the document. You can apply W3C XML schema to an XML document to produce a PSVI. In any case, if someone does end up adding a reference to a schema language to the XML spec, I don't think W3C XML Schema should be given preferred status.
