Sorry to keep beating the very dead horse, but I have
been waiting for someone else to mention this,
and no one did:

The TEI folks call what I call "marking up"
and some call "tagging" by the name of
"encoding" and they hire folks to "encode"
historical documents.

(Encoders MAY be more than just taggers
because there is judgement involved, but
what these folks do is tag documents.)
