big +1. i think several people have suggested an xml:mustUnderstand
being added to XML Base, but after the xml:id agro, this seems even
less likely.

i need to think about your enumerations (snipped) some more .. i'd just 
imagined a true value as being sufficient, or even the addition of a 
targetted 'role' akin to SOAP's header model.
