first sorry for my english.

  Why?
There are fewer mistakes in it than in the editorial of the (London) Times
  this morning.

What is the best solution to do that (generating an XML file and
transferring it) when i work with ASP, IIS, Oracle ?

  I
would use the facilities in the Oracle database to extract the results of a
query as XML, then if necessary use XSLT to convert the XML to the required
  form before sending it on.
