Thanks, but I'm not really looking for a toolkit. I'm looking for a 
program; i.e. something with a user interface beyond an API. If 
xmlsec can do that, it isn't obvious from its web page. The same is 
true of most of the other packages I've looked at, with the exception 
of two that had obvious bugs.
