I'm doing this way because I don't know of any other better way to accomplish 
this.

A lot of it was based on "How to use ASP to generate a Rich Text Format 
(RTF) document to stream to Microsoft Word" from MSDN.

Trying to find examples of specifying XML attributes other than for very 
generic items is difficult to find.  If you can provide an example of how to 
accomplish this, I would greatly appreciate it.  The XML file looks like this:
<ChangeLog>
<CLRow>
<CLTitle>Portfolio</CLTitle>
<CLData></CLData>
</CLRow>
<CLRow>
<CLTitle>Program</CLTitle>
<CLData>Enterprise Process Improvement</CLData>
</CLRow>
<CLRow>
<CLTitle>Portfolio</CLTitle>
<CLData>Audit Department Process Review</CLData>
</CLRow>...
There are always 14 rows.  Output is in two columns represented by Title & 
Data (although there are no heading rows).
