Adding unused namespace in output using xslt.

Hello.
Is it possible using xslt to add a namespace declaration in the output
document? The declaration should be with prefix, like this:
xmlns:ge="http://earth.google.com/kml/2.0"

It is not used in the main document, but the system that receives our
files demands that it is there.

I have read that you could just add it to the xsl:stylesheet element of
the xslt script, but I can't get this to work.

I'm using .Net to perform the xslt transformation.
