Assuming you want to stick with the built-in classes then:
Create a new instance of XslCompiledTransform
use the Load method to load the XSLT (You'll need to use the overload that 
takes an XsltSettings class as you need to allow the document function.
Use the Transform method. You may need to pass a dummy XML source document 
as your XSLT doesn't actually use one.
