Which XSLT processor do you use and how do you load the XML?
Does it work as intended when you put
   <RespinseXml xml:space="preserve">
on your root element?
Or if you use MSXML make sure you set
  xmlDoc.preserveWhiteSpace = true
before you load the XML input document.
With the .NET framework it helps to use
   new XPathDocument("file.xml", XmlSpace.Preserve)
