Well the format with mixed content below

has problems when you later want to process it, the text content of the 
g and j element is not easily extracted as it is white space plus the 
"Transport of Materials and Goods" or "Commonwealth of Australia" 
information. XML allows you to structure and mark up your information 
with attributes or elements and usually you are better off to make use 
of that to easily process the information.
