Just realized my reply was incorrect.  I don't think it can be done with 
XSL-FO alone.  After reading your posting more clearly, you could probably 
do this with the intermediate format of whatever FO processor you are using. 
You should probably post your question to the newsgroup that is specific to 
the processor you are using.
