Thanks.  Unfortunately the input is out of our control, it comes from a
VB DLL and is formatted (I think) using the VB format() function, which
seems to use the local settings of the server it's running on, which in
this case are European format numbers.
So I guess we'll need to convert the 'non-standard' format into
'standard' before converting it back again.
