A namespace declaration would be
   <root xmlns="http://www.namespace.com/file.xsd">
or
   <root xmlns:prefix="http://www.namespace.com/file.xsd">
but not what you have shown.
If you have something like
     <root xmlns="http://www.namespace.com/file.xsd">
then look at
<http://www.faqts.com/knowledge_base/view.phtml/aid/34022/fid/616>
which explains how to write XPath expressions to select/match elements 
in certain namespace.
