One way of doing that is

            <xsl:variable name="p"
select="count(preceding-sibling::departmentKey)+1"/>
            <xsl:copy-of select="../fullPathName[position()=$p]"/>
        </xsl:copy>
    </xsl:template>
    <xsl:template match="fullPathName"/>
</xsl:stylesheet>
