Anthony's explanation is right, but I have doubts about 127.

On the other side, if you are trying to generate HTML, then you don't need
the non-breaking space, you can use entities.
So <TD>&amp;#160;</TD> should do.
Then you will get a Big5 html file with &#160; where you need it, and the 
browser will take care from there.

And even better use &nbsp;: <TD>&amp;nbsp;</TD>
