Capturing an image and caption together

Hi everyone. I've recently been assigned to a project that involves
editing a User's Manual. It was written in XML by someone who is no
longer with the company. I don't know the first thing about XML, which,
of course, makes this even more fun. I'm doing nothing than a few
format changes, such as bolding some words, and moving sections around,
nothing too hard. Here's my problem: I have images that do not seem to
want to stay on the same page as their captions when they are converted
to a PDF.

I've tried looking up page breaks and objects, read some on the
Document Object Model, and sorted through format.xsl to try to get an
idea of how this should work. I think what I need to do is to create a
modified version of <imageobject>. I'm not sure though.

Anyone have any ideas of what to do or where to begin looking for a
solution? I've gone through pages of searches in this group and a
couple others, as well as broader searches on Google.
