Transform HTML fragment

I am developing a CMS system using a richtext editor component. There are
however limitations to what you can do with the HTML it produces.  For
example I would like to automatically add additional formatting to certain
images, which exist within a div or span and act as hyperlinks. This
div/span will alway belong to the same class. Is there anyway I can use an
XLS to transform those divs? E.g.

<div class="transform"><a href="test.asp">
<img src="test.gif" /></a></div>

into

<div class="transform"><a href="test.asp">
<img src="test.gif" />
</a>
<a href="test.asp">
<img src="icon.gif" />Click here
</a>

</div>

If is quite complex any links to tutorials would be helpful. Also I need the
solution to work in server side classic ASP.
