If you want to perform XSLT 1.0 transformations then you need to use 
MSXML 3 or later so at least
   Msxml2.DOMDocument.3.0
which is an MSXML 3 DOM document or
   Msxml2.DOMDocument.4.0
which is an MSXML 4 DOM document. Earlier versions of MSXML do not 
support XSLT 1.0.
