That notation is part of XSLT, it is a so called attribute value
template, specified here
   <http://www.w3.org/TR/xslt#attribute-value-templates>
Not sure whether MSDN has some own section about that but XSLT 1.0 is a
W3C standard and the XSLT processors in MSXML (3 and later) and in .NET
(1.x, 2.0) implement that standard so it does not hurt to look directly
at the specification. An MSDN section should not tell you anything
differently.
