By default (with strict processing) the contents of the PackageTransform 
element is still validated thus the processor will look at the elements 
in there and look for a definition.
If you don't want that use
   <xsd:any processContents="lax" minOccurs="0" maxOccurs="unbounded" />
which will ignore undefined elements and validate those that are defined 
(that's based on namespaces and available schemas for namespaces used) 
or even use
     <xsd:any processContents="skip" minOccurs="0" maxOccurs="unbounded" />
which will skip any validation efforts.
