XSLT can certainly produce HTML output that uses CSS to suggest its 
presentation but an XSLT stylesheet simply creates that HTML output and 
while doing that has no way to decide whether that HTML when later 
rendered in a certain user agent at a certain window width will cause 
line breaks or not.
