Label for dropdown box

Hello All,
I'm new to xsl and I've got a dropdown box that I have to populate with all
50 US states and Canadian provinces. What I'm having trouble with is getting
an html like optionGroup label to display and then offset the text for the
Canadian provinces. What I need is something like:
...
West Virginia
Wisconsin
Wyoming
Canada
        Alberta
        British Columbia
        etc...

I was able to get the offset for the text with entity characters using a non
breaking space like:
,but I'm sure there is a better way to do this. I haven't come up with a way
to get a label inserted into the drop down yet.

Any ideas or help would be appreciated!
Thanks,
James
