Case Sensitive Comparison

I have worked with case sensitive comparisons by transforming the characters 
to upper case then perform the check. I thought I read somewhere there is a 
case insensitive operator that allows a direct comparison of two strings 
without performing the upper case transformation. I remember the operator 
begins with '$' and ends with a '$'. Did I read this wrong or does this 
operator exists?
