It's not a question of XSL but rather of what HTML you create using
XSL. Ask yourself if you were specifying the size of a window in HTML,
what (javascript :-) function would you use ? And from therem adjust
the HTML of the <a> tag to suit your requirements.

If you get stuck www.irt.org have lots of tutorials on opening windows
in javascript.
