That's quite natural order. Even if you look at XML text you can see 
that it's impossible to write attributes after any child node is written.

Simpler ways:
<Perind vt="{OCRISKDATA/BZ6/Perindm/@vt}">					
   <xsl:value-of select="OCRISKDATA/BZ6/Perindm"/>
</Perind>

or (to copy all attributes):

<Perind>
   <xsl:copy-of select="OCRISKDATA/BZ6/Perindm/@*"/>				
   <xsl:value-of select="OCRISKDATA/BZ6/Perindm"/>
</Perind>
