If you want other sites to use your RSS then you need to create it on 
the server, it doesn't help to create it with client side scripting as 
that result is certainly not available to other sites.

You could use client side scripting to perform the XSLT transformation 
and serialize the resulting RSS and put it into a HTML textarea so that 
the user could copy/paste/save it.
