You need a special transformer to transform XSL-FO to PDF. An XSLT 
processor only helps to take your XML file and transform it with an XSLT 
stylesheet to XSL-FO so that you can then chain a transformation
       XSLT        FOP
   XML----->XSL-FO----->PDF
