It still could be permissions reflected with a different code.
I would use  ProcMon  to check.   However, first I would try
re-registering both modules.  E.g. Run...  (press Win-R and enter:)

    regsvr32.exe  msxml3.dll
and
    regsvr32.exe  msxml6.dll
