What happened when you did a google search ?

Although it's worth pointing out that you *probably* won't have any
luck asking this question in an XML newsgroup (hence the title of the
newsgroup) I happen to have used those while creating a Netmeeting
conference website almost 10 years ago.

So 2 things : 

(1) ILS is very, very old an almost certainly of no use to you now (as
Netmeeting was long since discontinued) and 

(2) ILS is an overlay for LDAP directory services, so you should be
looking at OpenLDAP, Active Directory, or similar to provide the
functions (you didn't say which) that you want to implement.
