I'm not clear what they mean by "using XML". XML is a file format. It 
doesn't execute stuff; you execute other stuff to process it.

I'm equally not clear why SQL would need to be involved, but that may be 
my ignorance of Windows (does an SQL server offer email services? Or is 
this a case of a DBA assuming that all operations on a computer need a 
database? :-)

Presumably a Windows server has some equivalent of Unix's
$ /var/lib/sendmail -v address <filename >>logfile
