XDR is an intermediate schema invented by Microsoft while XSD was
being made into a standard. I don't see a reference to support for
this in XML Notepad, but it should be possible to convert the schema
to XSD using an XSL stylesheet and another editor or program with e.g.

XML notepad will support the XSD as intellisense so you should be good
to go with that. 

Many XML authoring programs (e.g. stylus studio) would also be able to
convert XDR or DTD to XSD, or if it's shortish, you could cut+paste
the complete XDR here and hope somebody will convert it for you...
