It refuses to load? Because it throws an error? It doesn't parse properly 
(check parseError property)? Its just empty for no apparent reason at all?

If you remove the DOCTYPE alone does it load then?

Is there whitespace preceeding the ?xml declaration?
Does the ?xml declaration contain an encoding attribute?  What is its value?
