I'm sure there are tools to do this, search for XML files difference 
(XmlDiff rings a bell).
What you might need to avoid is standard file compare tools as they work at 
too low a level. For example <x a="b"/> compared to <x a='b' /> would have 
two differences at a file level but none at the XML infoset level.
If the XML file always has the same structure then it should be 
straightforward to write an XSLT that will do the job.
